为(wei)健(jian)全完(wan)善科技(ji)成果评(ping)价(jia)体系,更好发挥科技(ji)成果评(ping)价(jia)作用,促进科技(ji)与经济社会发展更加(jia)紧密结合,加(jia)快推动科技(ji)成果转化为(wei)现实生产(chan)力,经国务院同意,现提出(chu)如下意见。
一(yi)、总体(ti)要(yao)求
(一)指导(dao)思(si)想
以习近平新(xin)(xin)时代中(zhong)(zhong)国(guo)特色社会(hui)主(zhu)义思想为(wei)指导(dao),深(shen)入贯彻党的十九大和十九届(jie)二中(zhong)(zhong)、三中(zhong)(zhong)、四中(zhong)(zhong)、五中(zhong)(zhong)全会(hui)精神,深(shen)入实施创新(xin)(xin)驱动(dong)发(fa)展战略(lve),深(shen)化科(ke)技体制(zhi)改革,坚持正确的科(ke)技成(cheng)(cheng)果(guo)评价(jia)(jia)导(dao)向,创新(xin)(xin)科(ke)技成(cheng)(cheng)果(guo)评价(jia)(jia)方式,通过评价(jia)(jia)激发(fa)科(ke)技人员积(ji)极性,推动(dong)产(chan)出高质量(liang)成(cheng)(cheng)果(guo)、营造良好(hao)创新(xin)(xin)生态(tai),促进创新(xin)(xin)链(lian)、产(chan)业链(lian)、价(jia)(jia)值链(lian)深(shen)度融合,为(wei)构建新(xin)(xin)发(fa)展格局和实现高质量(liang)发(fa)展提供有(you)力支撑(cheng)。
(二)基本原则
坚持科技(ji)创新(xin)质量(liang)、绩效、贡(gong)献为核心的(de)评(ping)价(jia)导向。充分发挥(hui)科技(ji)成果评(ping)价(jia)的(de)“指挥(hui)棒”作用,全面准确反映成(cheng)果创新水(shui)平、转(zhuan)化应用绩效和对经济社会发展(zhan)的实(shi)际贡献(xian),着(zhe)力强化成(cheng)果高质量供给与转(zhuan)化应用。
坚(jian)持科(ke)(ke)学(xue)分(fen)类、多维度评(ping)价。针对科(ke)(ke)技成果具有多元价值的特点,科(ke)(ke)学(xue)确定评(ping)价标准,开展(zhan)多层(ceng)次差别(bie)化评(ping)价,提高(gao)成果评(ping)价的标准化、规范化水平(ping),解决分(fen)类评(ping)价体(ti)系不健(jian)全以及评(ping)价指标单一化、标准定量化、结果功(gong)利(li)化的问题。
坚持正(zheng)确处理(li)政(zheng)府和市(shi)(shi)场(chang)关系。充(chong)分发挥(hui)市(shi)(shi)场(chang)在(zai)资源(yuan)配置中的(de)决定性(xing)作用,更(geng)好发挥(hui)政(zheng)府作用,引入第三方评(ping)价,加快(kuai)技术市(shi)(shi)场(chang)建设,加快(kuai)构建政(zheng)府、社会组织、企业、投(tou)融(rong)资机(ji)构等共(gong)同参与的(de)多元评(ping)价体(ti)系,充(chong)分调(diao)动各类评(ping)价主体(ti)的(de)积极性(xing),营造(zao)成果评(ping)价的(de)良好创新生态。
坚持尊重科(ke)技(ji)创(chuang)(chuang)新(xin)规律。把(ba)握科(ke)研(yan)渐进性和成果阶段性的特点,创(chuang)(chuang)新(xin)成果评(ping)价方(fang)式方(fang)法,加强中长期(qi)评(ping)价、后评(ping)价和成果回溯,引导科(ke)研(yan)人员潜心研(yan)究、探索创(chuang)(chuang)新(xin),推动(dong)科(ke)技(ji)成果价值早(zao)发现、早(zao)实现。
二、主要工作措施(shi)
(一)全面(mian)准确评(ping)价(jia)科(ke)(ke)技(ji)(ji)成(cheng)果(guo)的(de)(de)科(ke)(ke)学、技(ji)(ji)术、经济、社(she)会(hui)、文(wen)(wen)化(hua)价(jia)值(zhi)(zhi)(zhi)。根据科(ke)(ke)技(ji)(ji)成(cheng)果(guo)不同(tong)特点和评(ping)价(jia)目(mu)的(de)(de),有针对性(xing)(xing)地评(ping)价(jia)科(ke)(ke)技(ji)(ji)成(cheng)果(guo)的(de)(de)多元价(jia)值(zhi)(zhi)(zhi)。科(ke)(ke)学价(jia)值(zhi)(zhi)(zhi)重(zhong)(zhong)点评(ping)价(jia)在(zai)新(xin)(xin)发现、新(xin)(xin)原理、新(xin)(xin)方法方面(mian)的(de)(de)独(du)创性(xing)(xing)贡(gong)献。技(ji)(ji)术价(jia)值(zhi)(zhi)(zhi)重(zhong)(zhong)点评(ping)价(jia)重(zhong)(zhong)大技(ji)(ji)术发明,突出在(zai)解(jie)(jie)决产业关键(jian)共(gong)(gong)性(xing)(xing)技(ji)(ji)术问(wen)题、企业重(zhong)(zhong)大技(ji)(ji)术创新(xin)(xin)难题,特别是(shi)关键(jian)核(he)心技(ji)(ji)术问(wen)题方面(mian)的(de)(de)成(cheng)效。经济价(jia)值(zhi)(zhi)(zhi)重(zhong)(zhong)点评(ping)价(jia)推广前(qian)景、预期(qi)效益、潜在(zai)风险等对经济和产业发展的(de)(de)影响。社(she)会(hui)价(jia)值(zhi)(zhi)(zhi)重(zhong)(zhong)点评(ping)价(jia)在(zai)解(jie)(jie)决人民(min)健(jian)康、国(guo)防(fang)与公共(gong)(gong)安(an)全、生态环(huan)境等重(zhong)(zhong)大瓶颈问(wen)题方面(mian)的(de)(de)成(cheng)效。文(wen)(wen)化(hua)价(jia)值(zhi)(zhi)(zhi)重(zhong)(zhong)点评(ping)价(jia)在(zai)倡(chang)导科(ke)(ke)学家精神、营造(zao)创新(xin)(xin)文(wen)(wen)化(hua)、弘扬社(she)会(hui)主义核(he)心价(jia)值(zhi)(zhi)(zhi)观等方面(mian)的(de)(de)影响和贡(gong)献。
(二)健(jian)全完善科技(ji)成(cheng)(cheng)果(guo)(guo)(guo)分类评(ping)价(jia)(jia)体系。基础研(yan)究成(cheng)(cheng)果(guo)(guo)(guo)以同(tong)行(xing)评(ping)议为(wei)(wei)主,鼓励国(guo)际(ji)“小同(tong)行(xing)”评(ping)议,推行(xing)代(dai)表作制(zhi)度,实行(xing)定量评(ping)价(jia)(jia)与定性评(ping)价(jia)(jia)相结合。应用(yong)研(yan)究成(cheng)(cheng)果(guo)(guo)(guo)以行(xing)业(ye)(ye)用(yong)户和(he)社会(hui)评(ping)价(jia)(jia)为(wei)(wei)主,注重高质量知识产(chan)权产(chan)出,把(ba)新技(ji)术、新材料、新工(gong)艺、新产(chan)品、新设备样机性能等(deng)(deng)作为(wei)(wei)主要评(ping)价(jia)(jia)指标。不(bu)涉(she)及(ji)军工(gong)、国(guo)防等(deng)(deng)敏感(gan)领域的(de)技(ji)术开发(fa)和(he)产(chan)业(ye)(ye)化(hua)成(cheng)(cheng)果(guo)(guo)(guo),以用(yong)户评(ping)价(jia)(jia)、市(shi)(shi)场检验和(he)第三(san)方评(ping)价(jia)(jia)为(wei)(wei)主,把(ba)技(ji)术交易合同(tong)金额、市(shi)(shi)场估(gu)值、市(shi)(shi)场占(zhan)有率、重大工(gong)程(cheng)(cheng)或重点企业(ye)(ye)应用(yong)情况等(deng)(deng)作为(wei)(wei)主要评(ping)价(jia)(jia)指标。探索建立重大成(cheng)(cheng)果(guo)(guo)(guo)研(yan)发(fa)过程(cheng)(cheng)回溯和(he)阶段性评(ping)估(gu)机制(zhi),加强成(cheng)(cheng)果(guo)(guo)(guo)真实性和(he)可(ke)靠(kao)性验证,合理(li)评(ping)价(jia)(jia)成(cheng)(cheng)果(guo)(guo)(guo)研(yan)发(fa)过程(cheng)(cheng)性贡献。
(三(san))加(jia)快推(tui)进(jin)国家(jia)科(ke)(ke)(ke)技项目成(cheng)(cheng)果(guo)评(ping)(ping)(ping)价改革。按(an)照“四个面(mian)向”要求(qiu)深入(ru)推(tui)进(jin)科(ke)(ke)(ke)研管理改革试(shi)点,抓(zhua)紧建立科(ke)(ke)(ke)技计划成(cheng)(cheng)果(guo)后评(ping)(ping)(ping)估制(zhi)(zhi)度(du)。建设完善(shan)(shan)国家(jia)科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)项目库,根据不同应用(yong)需求(qiu)制(zhi)(zhi)定(ding)科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)推(tui)广清单,推(tui)动财(cai)政性(xing)资金(jin)支持形成(cheng)(cheng)的(de)非涉(she)密科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)信息按(an)规定(ding)公开。改革国防(fang)科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)评(ping)(ping)(ping)价制(zhi)(zhi)度(du),探索(suo)多主体参(can)与(yu)评(ping)(ping)(ping)价的(de)办法。完善(shan)(shan)高等(deng)院(yuan)校、科(ke)(ke)(ke)研机构职务科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)披露制(zhi)(zhi)度(du)。建立健全重(zhong)大项目知识(shi)产权(quan)管理流程,建立专利申请(qing)(qing)前评(ping)(ping)(ping)估制(zhi)(zhi)度(du),加(jia)大高质量专利转化应用(yong)绩效的(de)评(ping)(ping)(ping)价权(quan)重(zhong),把企业专利战略布局纳入(ru)评(ping)(ping)(ping)价范围,杜(du)绝(jue)简单以申请(qing)(qing)量、授权(quan)量为评(ping)(ping)(ping)价指标。
(四(si))大力(li)发展(zhan)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)市(shi)(shi)场(chang)化(hua)(hua)(hua)评(ping)价(jia)(jia)(jia)(jia)。健(jian)全协议定价(jia)(jia)(jia)(jia)、挂牌交(jiao)(jiao)(jiao)易(yi)、拍(pai)卖、资(zi)产(chan)评(ping)估等多元化(hua)(hua)(hua)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)市(shi)(shi)场(chang)交(jiao)(jiao)(jiao)易(yi)定价(jia)(jia)(jia)(jia)模式,加快建(jian)(jian)设现(xian)代化(hua)(hua)(hua)高水(shui)平技(ji)(ji)术(shu)(shu)(shu)交(jiao)(jiao)(jiao)易(yi)市(shi)(shi)场(chang)。推(tui)动(dong)建(jian)(jian)立(li)全国(guo)(guo)(guo)性(xing)知识产(chan)权和(he)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)产(chan)权交(jiao)(jiao)(jiao)易(yi)中心,完善技(ji)(ji)术(shu)(shu)(shu)要素(su)交(jiao)(jiao)(jiao)易(yi)与(yu)监管体(ti)(ti)系,支(zhi)(zhi)持高等院校、科(ke)研机构和(he)企业(ye)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)进场(chang)交(jiao)(jiao)(jiao)易(yi),鼓(gu)励一(yi)定时期内未(wei)转(zhuan)化(hua)(hua)(hua)的财政性(xing)资(zi)金支(zhi)(zhi)持形(xing)成(cheng)的成(cheng)果(guo)(guo)(guo)(guo)进场(chang)集中发布信息并推(tui)动(dong)转(zhuan)化(hua)(hua)(hua)。建(jian)(jian)立(li)全国(guo)(guo)(guo)技(ji)(ji)术(shu)(shu)(shu)交(jiao)(jiao)(jiao)易(yi)信息发布机制,依法(fa)推(tui)动(dong)技(ji)(ji)术(shu)(shu)(shu)交(jiao)(jiao)(jiao)易(yi)、科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)、技(ji)(ji)术(shu)(shu)(shu)合同(tong)登记等信息数(shu)据互(hu)联互(hu)通。鼓(gu)励技(ji)(ji)术(shu)(shu)(shu)转(zhuan)移机构专业(ye)化(hua)(hua)(hua)、市(shi)(shi)场(chang)化(hua)(hua)(hua)、规范化(hua)(hua)(hua)发展(zhan),建(jian)(jian)立(li)以技(ji)(ji)术(shu)(shu)(shu)经理人为(wei)主体(ti)(ti)的评(ping)价(jia)(jia)(jia)(jia)人员培养机制,鼓(gu)励技(ji)(ji)术(shu)(shu)(shu)转(zhuan)移机构和(he)技(ji)(ji)术(shu)(shu)(shu)经理人全程参(can)与(yu)发明披露、评(ping)估、对接谈(tan)判,面向市(shi)(shi)场(chang)开(kai)展(zhan)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)专业(ye)化(hua)(hua)(hua)评(ping)价(jia)(jia)(jia)(jia)活动(dong)。提升(sheng)国(guo)(guo)(guo)家科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)转(zhuan)移转(zhuan)化(hua)(hua)(hua)示(shi)范区建(jian)(jian)设水(shui)平,发挥其在(zai)科(ke)技(ji)(ji)成(cheng)果(guo)(guo)(guo)(guo)评(ping)价(jia)(jia)(jia)(jia)与(yu)转(zhuan)化(hua)(hua)(hua)中的先(xian)行先(xian)试作用。
(五)充(chong)分发(fa)(fa)(fa)挥(hui)金(jin)融(rong)(rong)(rong)投(tou)(tou)(tou)资(zi)在(zai)(zai)科技(ji)(ji)成果(guo)评(ping)价(jia)(jia)(jia)中的(de)作用(yong)。完(wan)善科技(ji)(ji)成果(guo)评(ping)价(jia)(jia)(jia)与(yu)金(jin)融(rong)(rong)(rong)机(ji)(ji)构(gou)、投(tou)(tou)(tou)资(zi)公(gong)司(si)的(de)联动(dong)机(ji)(ji)制,引(yin)(yin)导(dao)(dao)相关金(jin)融(rong)(rong)(rong)机(ji)(ji)构(gou)、投(tou)(tou)(tou)资(zi)公(gong)司(si)对(dui)科技(ji)(ji)成果(guo)潜在(zai)(zai)经济(ji)价(jia)(jia)(jia)值(zhi)、市(shi)场(chang)估值(zhi)、发(fa)(fa)(fa)展前景等进行商业(ye)(ye)化评(ping)价(jia)(jia)(jia),通过在(zai)(zai)国(guo)家(jia)高新(xin)技(ji)(ji)术(shu)产业(ye)(ye)开发(fa)(fa)(fa)区设(she)立分支(zhi)(zhi)机(ji)(ji)构(gou)、优(you)化信用(yong)评(ping)价(jia)(jia)(jia)模型等,加大对(dui)科技(ji)(ji)成果(guo)转化和产业(ye)(ye)化的(de)投(tou)(tou)(tou)融(rong)(rong)(rong)资(zi)支(zhi)(zhi)持。推广知(zhi)识(shi)(shi)价(jia)(jia)(jia)值(zhi)信用(yong)贷款模式,扩大知(zhi)识(shi)(shi)产权质押融(rong)(rong)(rong)资(zi)规(gui)(gui)模。在(zai)(zai)知(zhi)识(shi)(shi)产权已确(que)权并(bing)能(neng)产生稳定现金(jin)流的(de)前提下,规(gui)(gui)范探索知(zhi)识(shi)(shi)产权证(zheng)券化。加快推进国(guo)家(jia)科技(ji)(ji)成果(guo)转化引(yin)(yin)导(dao)(dao)基金(jin)管理改革,引(yin)(yin)导(dao)(dao)企业(ye)(ye)家(jia)、天使(shi)投(tou)(tou)(tou)资(zi)人、创业(ye)(ye)投(tou)(tou)(tou)资(zi)机(ji)(ji)构(gou)、专业(ye)(ye)化技(ji)(ji)术(shu)转移(yi)机(ji)(ji)构(gou)等各(ge)类市(shi)场(chang)主体提早介入(ru)研发(fa)(fa)(fa)活(huo)动(dong)。
(六)引导规范科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)第(di)三方(fang)评(ping)(ping)(ping)价(jia)(jia)。发(fa)(fa)挥行业(ye)协会(hui)(hui)、学会(hui)(hui)、研究会(hui)(hui)、专(zhuan)业(ye)化(hua)评(ping)(ping)(ping)估(gu)机(ji)构等在科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)中的作用,强(qiang)化(hua)自律管理,健(jian)(jian)全(quan)利(li)(li)益关联回避制(zhi)度(du),促进(jin)市场评(ping)(ping)(ping)价(jia)(jia)活(huo)(huo)动(dong)规范发(fa)(fa)展(zhan)。制(zhi)定科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)通用准(zhun)则,细(xi)化(hua)具(ju)体(ti)领(ling)域评(ping)(ping)(ping)价(jia)(jia)技(ji)术标(biao)准(zhun)和(he)规范。建(jian)立健(jian)(jian)全(quan)科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)第(di)三方(fang)评(ping)(ping)(ping)价(jia)(jia)机(ji)构行业(ye)标(biao)准(zhun),明确资质、专(zhuan)业(ye)水平等要求(qiu),完善相关管理制(zhi)度(du)、标(biao)准(zhun)规范及(ji)质量控制(zhi)体(ti)系(xi)。形成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)并推广科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)创新性、成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)熟(shu)度(du)评(ping)(ping)(ping)价(jia)(jia)指(zhi)标(biao)和(he)方(fang)法(fa)。鼓励部门、地方(fang)、行业(ye)建(jian)立科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)信息服(fu)务平台,发(fa)(fa)布(bu)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)政策(ce)、标(biao)准(zhun)规范、方(fang)法(fa)工具(ju)和(he)机(ji)构人员等信息,提高评(ping)(ping)(ping)价(jia)(jia)活(huo)(huo)动(dong)的公开透明度(du)。推进(jin)评(ping)(ping)(ping)价(jia)(jia)诚(cheng)信体(ti)系(xi)和(he)制(zhi)度(du)建(jian)设,将科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)失信行为纳(na)入科(ke)(ke)研诚(cheng)信管理信息系(xi)统,对在评(ping)(ping)(ping)价(jia)(jia)中弄虚作假、协助他人骗(pian)取评(ping)(ping)(ping)价(jia)(jia)、搞(gao)利(li)(li)益输(shu)送等违法(fa)违规行为“零(ling)容忍”、从严惩处,依法(fa)依规追究责(ze)任,优化(hua)科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)行业(ye)生态。
(七)改革完善科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)成果(guo)奖(jiang)励(li)(li)(li)体系(xi)。坚持公正(zheng)性、荣誉(yu)性,重在奖(jiang)励(li)(li)(li)真正(zheng)作出创造(zao)性贡献(xian)的科(ke)(ke)学(xue)(xue)家(jia)和(he)(he)一线(xian)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)人员,控制(zhi)奖(jiang)励(li)(li)(li)数量,提(ti)(ti)升奖(jiang)励(li)(li)(li)质(zhi)量。调整国(guo)家(jia)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)评奖(jiang)周期。完善奖(jiang)励(li)(li)(li)提(ti)(ti)名(ming)制(zhi),规(gui)范(fan)提(ti)(ti)名(ming)制(zhi)度(du)、机制(zhi)、流程,坚决(jue)排除人情、关(guan)系(xi)、利益等小圈(quan)子(zi)干(gan)扰,减轻科(ke)(ke)研(yan)人员负担。优化(hua)(hua)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)励(li)(li)(li)项目,科(ke)(ke)学(xue)(xue)定位(wei)国(guo)家(jia)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)和(he)(he)省部级科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)、社会力量设(she)奖(jiang),构建结构合理、导向鲜明的中(zhong)国(guo)特(te)色(se)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)励(li)(li)(li)体系(xi)。强化(hua)(hua)国(guo)家(jia)科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)励(li)(li)(li)与(yu)国(guo)家(jia)重大战略需求的紧密结合,加大对(dui)基础(chu)(chu)研(yan)究和(he)(he)应用(yong)基础(chu)(chu)研(yan)究成果(guo)的奖(jiang)励(li)(li)(li)力度(du)。培育高水平的社会力量科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)励(li)(li)(li)品牌(pai),政府加强事中(zhong)事后监督,提(ti)(ti)高科(ke)(ke)技(ji)(ji)(ji)(ji)(ji)奖(jiang)励(li)(li)(li)整体水平。
(八)坚决破解科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)果(guo)(guo)(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)中(zhong)的“唯(wei)论(lun)(lun)文(wen)(wen)(wen)、唯(wei)职(zhi)称、唯(wei)学(xue)历(li)、唯(wei)奖(jiang)(jiang)项”问题(ti)。全面纠正科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)果(guo)(guo)(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)中(zhong)单(dan)(dan)纯重(zhong)数(shu)(shu)量(liang)指标、轻(qing)质量(liang)贡(gong)献(xian)等不(bu)良倾向,鼓励广大(da)科(ke)(ke)技(ji)工(gong)作(zuo)者把论(lun)(lun)文(wen)(wen)(wen)写在(zai)祖(zu)国大(da)地(di)上。以破除(chu)“唯(wei)论(lun)(lun)文(wen)(wen)(wen)”和“SCI至上”为(wei)突破口,不(bu)把论(lun)(lun)文(wen)(wen)(wen)数(shu)(shu)量(liang)、代表作(zuo)数(shu)(shu)量(liang)、影(ying)响因子作(zuo)为(wei)唯(wei)一的量(liang)化考(kao)核评(ping)(ping)(ping)价(jia)(jia)(jia)指标。对具有重(zhong)大(da)学(xue)术影(ying)响、取得显著(zhu)应(ying)用效果(guo)(guo)(guo)、为(wei)经济(ji)社会发展(zhan)和国家安全作(zuo)出(chu)突出(chu)贡(gong)献(xian)等高(gao)质量(liang)成(cheng)(cheng)(cheng)果(guo)(guo)(guo),提高(gao)其考(kao)核评(ping)(ping)(ping)价(jia)(jia)(jia)权重(zhong),具体由相关科(ke)(ke)技(ji)评(ping)(ping)(ping)价(jia)(jia)(jia)组织管理单(dan)(dan)位(机(ji)构)根据(ju)实际情况(kuang)确(que)(que)定。不(bu)得把成(cheng)(cheng)(cheng)果(guo)(guo)(guo)完成(cheng)(cheng)(cheng)人(ren)(ren)的职(zhi)称、学(xue)历(li)、头衔、获奖(jiang)(jiang)情况(kuang)、行政职(zhi)务、承(cheng)担科(ke)(ke)研(yan)项目(mu)数(shu)(shu)量(liang)等作(zuo)为(wei)科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)果(guo)(guo)(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)、科(ke)(ke)研(yan)项目(mu)绩效评(ping)(ping)(ping)价(jia)(jia)(jia)和人(ren)(ren)才计(ji)划评(ping)(ping)(ping)审的参考(kao)依据(ju)。科(ke)(ke)学(xue)确(que)(que)定个人(ren)(ren)、团队和单(dan)(dan)位在(zai)科(ke)(ke)技(ji)成(cheng)(cheng)(cheng)果(guo)(guo)(guo)产出(chu)中(zhong)的贡(gong)献(xian),坚决扭转过分(fen)重(zhong)排名(ming)、争排名(ming)的不(bu)良倾向。
(九(jiu))创新科(ke)(ke)(ke)技(ji)成果评(ping)(ping)价工(gong)具(ju)和(he)(he)模式。加强科(ke)(ke)(ke)技(ji)成果评(ping)(ping)价理论和(he)(he)方法研究,利用(yong)大(da)数(shu)据、人(ren)工(gong)智(zhi)能(neng)等(deng)技(ji)术手段(duan),开(kai)发(fa)信息(xi)化(hua)评(ping)(ping)价工(gong)具(ju),综合运用(yong)概(gai)念验证(zheng)、技(ji)术预测、创新大(da)赛(sai)、知识产权评(ping)(ping)估(gu)以及扶(fu)优式评(ping)(ping)审等(deng)方式,推广标准化(hua)评(ping)(ping)价。充分利用(yong)各(ge)类(lei)信息(xi)资源(yuan),建设跨(kua)行业(ye)、跨(kua)部门、跨(kua)地区的(de)科(ke)(ke)(ke)技(ji)成果库、需(xu)求库、案例库和(he)(he)评(ping)(ping)价工(gong)具(ju)方法库。发(fa)布新应用(yong)场景目(mu)录,实施重(zhong)大(da)科(ke)(ke)(ke)技(ji)成果产业(ye)化(hua)应用(yong)示范(fan)工(gong)程(cheng),在重(zhong)大(da)项目(mu)和(he)(he)重(zhong)点(dian)任务实施中运用(yong)评(ping)(ping)价结果。
(十)完(wan)善科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)评(ping)(ping)价(jia)(jia)激励和(he)免责机(ji)制(zhi)。把科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)转化(hua)(hua)绩效作(zuo)为(wei)核心要(yao)求,纳入高(gao)等(deng)院校(xiao)(xiao)、科(ke)(ke)(ke)研(yan)(yan)机(ji)构(gou)、国(guo)有(you)企(qi)业(ye)创新能力(li)评(ping)(ping)价(jia)(jia),细(xi)化(hua)(hua)完(wan)善有(you)利于转化(hua)(hua)的职务科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)评(ping)(ping)估政策,激发科(ke)(ke)(ke)研(yan)(yan)人(ren)员(yuan)创新与转化(hua)(hua)的活力(li)。健全(quan)科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)转化(hua)(hua)有(you)关(guan)(guan)资(zi)产评(ping)(ping)估管(guan)理(li)(li)(li)机(ji)制(zhi),明确国(guo)有(you)无形资(zi)产管(guan)理(li)(li)(li)的边界(jie)和(he)红线,优化(hua)(hua)科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)转化(hua)(hua)管(guan)理(li)(li)(li)流程。开(kai)展科(ke)(ke)(ke)技成(cheng)(cheng)果(guo)转化(hua)(hua)尽责担(dan)当行(xing)动,鼓励高(gao)等(deng)院校(xiao)(xiao)、科(ke)(ke)(ke)研(yan)(yan)机(ji)构(gou)、国(guo)有(you)企(qi)业(ye)建立成(cheng)(cheng)果(guo)评(ping)(ping)价(jia)(jia)与转化(hua)(hua)行(xing)为(wei)负面清单,完(wan)善尽职免责规(gui)范和(he)细(xi)则。推动成(cheng)(cheng)果(guo)转化(hua)(hua)相关(guan)(guan)人(ren)员(yuan)按照法(fa)律法(fa)规(gui)、规(gui)章(zhang)制(zhi)度履职尽责,落实“三个区(qu)分开(kai)来”要(yao)求,依法(fa)依规(gui)一事一议确定(ding)相关(guan)(guan)人(ren)员(yuan)的决(jue)策责任,坚决(jue)查(cha)处腐(fu)败问题(ti)。
三、组织实施(shi)
(一)加强统筹协(xie)调。科(ke)技部(bu)(bu)(bu)要发挥主(zhu)责作用,牵(qian)头做(zuo)好(hao)科(ke)技成果评(ping)价改革的组(zu)织(zhi)实施、统筹指导与(yu)监督(du)评(ping)估,教(jiao)育部(bu)(bu)(bu)、中科(ke)院(yuan)、工程(cheng)院(yuan)、中国(guo)科(ke)协(xie)等(deng)相关单位要积极主(zhu)动协(xie)调配合(he)。行(xing)业(ye)、地(di)方科(ke)技管理部(bu)(bu)(bu)门负责本行(xing)业(ye)本地(di)区成果评(ping)价的指导推动、监督(du)服务工作。各(ge)有(you)关部(bu)(bu)(bu)门、各(ge)地(di)方要在本意(yi)见出(chu)台半年(nian)内完成本行(xing)业(ye)本地(di)区有(you)关规(gui)章制度制修订工作。
(二)开展(zhan)改革(ge)(ge)(ge)试(shi)点(dian)。选择不同(tong)类型(xing)单位(wei)和地区开展(zhan)有针(zhen)对(dui)性(xing)的(de)科技(ji)成果评价(jia)改革(ge)(ge)(ge)试(shi)点(dian),探(tan)索(suo)简便实用的(de)制度、规范和流程,解决改革(ge)(ge)(ge)落地难问题,形成可操作可复(fu)制的(de)做法(fa)并进(jin)行推(tui)广。
(三)落实(shi)(shi)主(zhu)体(ti)(ti)责(ze)任(ren)。科(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)实(shi)(shi)行“谁委托科(ke)研任(ren)务(wu)谁评(ping)(ping)(ping)价(jia)(jia)(jia)”、“谁使用科(ke)研成(cheng)(cheng)果(guo)谁评(ping)(ping)(ping)价(jia)(jia)(jia)”。各科(ke)技(ji)(ji)(ji)评(ping)(ping)(ping)价(jia)(jia)(jia)组织管(guan)理单位(机构(gou))要切实(shi)(shi)承担(dan)主(zhu)体(ti)(ti)责(ze)任(ren),对(dui)照本(ben)意(yi)见(jian)要求(qiu)在一年(nian)内完成(cheng)(cheng)相关科(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)标准或管(guan)理办法(fa)制修订任(ren)务(wu),提升专业能(neng)力,客观(guan)公正开展科(ke)技(ji)(ji)(ji)成(cheng)(cheng)果(guo)评(ping)(ping)(ping)价(jia)(jia)(jia)活动。
(四)营造良好氛(fen)围。进(jin)一步落实“放管服”改革(ge)要(yao)求,严(yan)格制度执(zhi)行(xing),注重社会监督,强(qiang)化(hua)评(ping)(ping)(ping)(ping)(ping)价(jia)活动的学(xue)术自(zi)律和行(xing)业(ye)自(zi)律,坚决反对“为评(ping)(ping)(ping)(ping)(ping)而评(ping)(ping)(ping)(ping)(ping)”、滥用评(ping)(ping)(ping)(ping)(ping)价(jia)结(jie)(jie)果,防(fang)止(zhi)与物质利益(yi)过度挂(gua)钩,杜绝(jue)科(ke)技成果评(ping)(ping)(ping)(ping)(ping)价(jia)中(zhong)急功(gong)近利、盲目跟风(feng)现象。要(yao)加强(qiang)政策(ce)宣(xuan)传解(jie)读,及时总结(jie)(jie)推广典型(xing)经验做法,积(ji)极营造良好的评(ping)(ping)(ping)(ping)(ping)价(jia)环(huan)境(jing)。
